She needs to decide now. If she pays the fee for GO-KN now, it can also be refunded until 15 August if she cancels before that date. The more important part is the housing, which will be reserved for her for September if she decides to join the Programme and live in Seezeit housing then. This is why it makes more sense this way, rather than the other way round.

You're right, housing is not guaranteed and as Seezeit is an external housing provider, we can't estimate any chances. In the past, however, Seezeit was able to accommodate all exchange students who applied and paid the fee in time.
